Improvements

• Updated daily service reboot mechanism to prevent simultaneous reboot across all clients causing potential slower response time on the server side. The reboot will now happen at system specified hours at randomly selected minutes.
• Updated the end-point communication protocol to eliminate potential communication problem in environment where NTP is non-accessible.
