Repaired a problem where the setting files cannot be initialized on a slow mounting USB drive

Updated the firmware ROM app to have access to local storage without run-time permission
Updated the firmware to be compatible with the latest security standard from the latest permission library

Reconfigured Core #2 and Core #4 clock rate to be in synced with the Core #0 and Core #1.
Removed Core #4 disable bit in preparation of GPU accelerated AI application
Included the latest Google Tensorflow AI library for future application
Added generic USB camera support of up to 720p
Enabled the USB OTG port to allow hardware level firmware wipe/flash
